Rinse the bergamots and lightly zest their outer skin with a grater. Cut them into quarters and remove the inner pulp, discarding it so only the peel remains.
Place the bergamot peels in a pot, cover with water, and bring to a boil over high heat. Boil for 10 minutes. Drain, add fresh water, and boil for another 10 minutes. Repeat this process 4–5 times to remove any bitterness. Drain well.
Roll each piece of bergamot peel into a spiral and secure it with a toothpick. Once all pieces are rolled, return them to the pot, add the sugar and the measured water. Simmer over medium heat for about 45–50 minutes, or until the syrup thickens.
